The absolute best way is to seal every hole between the house and the attic with caulk or foam and then insulate to R-50 with cellulose. It should cost between $ 1.50 to $ 3 a square foot. If you live in New York State go to www.getenergysmart.org. If you livein another state try www.doe.gov and see if there is a program for your state.
